Strategic Management in Legislative Public Management: A Comparative Perspective

Abstract


This article consists of a comparative study, on an international level, among the organizational structures of legislative houses and the strategic management practices adopted by these institutions. This comparative research is based on a combination of quantitative and qualitative techniques. Different maturity levels of management practices and large heterogeneity among organizational structures were identified. Limitations for generalizing the results are due to the accidental sampling approach used. The practical results presented come from a proposed
model for evaluation of institutional maturity level concerning management practices. This model is supposed to be helpful for parliaments’ management improvement.
